Joint Resource Recovery Committee Approves RFP for Satellite Depots

The Board will move ahead with requests for proposal (RFP) for satellite depot hauling and industrial, commercial and institutional recycling services in the West Resource Recovery Sub Region, Central Resource Recovery Sub Region, and the East Resource Recovery Region. The ideal proponent(s) will offer the highest value to the RDCK and meet the required scope of work within budget.

Memorandum of Understanding: Cottonwood Lake

The Board authorizes a memorandum of understanding with the Nature Conservancy of Canada and the Cottonwood Lake Preservation Society for the purpose of conserving natural habitats and preserving threatened ecosystems.  The memorandum of understanding will assist all three organizations work towards conservation of valued land while minimizing the impacts to local taxation due to management and acquisition costs.

COVID-19 Update: Recreation and Parks Services

Despite many unknowns, our community services team has been working diligently to plan for the future with continuing measures in place to ensure physical distancing and the safety of both the staff and public. Due to COVID-19, recreations services has been forced to go through a major overhaul and the community services leadership team has been working together to design recreation programs that concentrate on using the outdoor spaces during the summer and abiding by the guidelines set out by the Province. The board received and reviewed proposed phased approaches and discussed the ability to provide supports through park ambassadors while staying within the 2020 budget for recreation services. The role of the park ambassador is to educate the public about the importance of physical distancing, while safely engaging with the public to provide information and answer questions. This is a fluid process and will be reviewed regularly as new information and protocols become available.

Harrop Fire Hall Upgrades

The Board awarded the contract for the Harrop Fire Hall energy efficiency upgrades to North Mountain Construction Ltd at the maximum value of $196,466.32.

Electoral Area E

The Board directed planning staff to expand the Electoral Area E Official Community Plan to include the south border of the City of Nelson to Ymir Road. 

As well, the Board directed staff to plan public open houses in Area E (Harrop/Procter and Balfour) in 2020 to allow residents to learn and ask questions about regulations applicable with zoning.

RDCK Supports Columbia Basin Food Security Plan

The Board will send a letter of support to the Central Kootenay Food Policy Council and its Columbia Basin Food Security Plan, as well as allocate funds to the first phase of the Central Kootenay Interim Food Security Action Plan in the amount of $22,145.00. The purpose of the food security plan is to address the immediate and longer-term destructive impacts of the COVID-19 pandemic on the food security of our region. The goal is to ensure emergency food providers are able to operate safely, strengthen the capacity of Columbia Basin farmers and food businesses to adapt and survive the impacts of the pandemic, and to re-establish, expand and strengthen the Columbia Basin supply chain.

Due to the impact of COVID-19 the board continues to work and meet remotely and will continue to do so until physical distancing requirements can be achieved.
