Do you think the city should be able to fine people who leave out items that are known to attract bears?

You bet - and it should be a steep fine for people who ultimately force officers to destroy innnocent animals.

I think the city should be able to go in and clean up the fruit trees/pet food/garbages, then charge the property owner.
