Castlegar City Council highlights for May 17

The City swore in a new Mayor, Kirk Duff, and Councillor, Brian Bogle. They officially participated in their first Council meeting since being elected in Castlegar’s April 24, 2021 By-election. They are joining Councillors Sue Heaton-Sherstobitoff, Cherryl MacLeod, Maria McFaddin, Bergen Price, and Dan Rye.
- Council appointed Kirk Duff as Director to the Board of the Regional District of Central Kootenay and Dan Rye as Alternate Director for a two-year term ending November 30, 2022.
- Council appointed Councillors Rye and McFaddin to the Castlegar and District Recreation Commission for the remainder of the term ending November 30, 2022.
- BC Transit provided a presentation to Council on the Transit Future Service Plan which Council supported, in principle.
- Council adopted the 2021 Sewer Regulations and Rates Bylaw 1356 and the 2021 Waterworks Regulatory and Rates Bylaw 1357.
- Council approved Development Variance Permit – 2/21 which allows a previously approved deck to be constructed at an elevation lower than the elevation specified in the original permit.
- Council approved a cost-sharing agreement for Castlegar River Estates, located at 100 18th Street, for the second phase of off-site works which will benefit the developer, the adjacent landowner, and the City.
- After reviewing the Water and Sewer Progress Report from Urban Systems Ltd., Council:
o directed staff to incorporate inflation and annual cost of construction increases into utility rates starting in 2022;
o set the goal of completing universal water metering by the end of 2023; and
o directed staff to develop a service size-based rate structure for industrial, commercial and institutional customers by the end of 2024 (following completion of universal water metering).

Council referred the following amendments to Public Hearings set for June 14, 2021, following first and second reading:
- Zoning Amendment Bylaw 1347 – site-specific amendment for three properties to increase the allowable maximum lot coverage and the maximum gross floor area ratio to accommodate the development of three single-family dwellings.
- Zoning Amendment Bylaw 1355 and Official Community Plan Amendment Bylaw 1354 – support the development of a six-unit multi-family development, in partnership with Habitat for Humanity, on a City-owned parcel located at 560 8th Street.
