WEST KOOTENAY REGIONAL AIRPORT
Council authorized staff to award Request for Quotation No. 2021-17 Airport Runway Snow Removal Equipment (with Attachments) to Airport Technologies Inc. for a total value of $437,718 plus taxes. The new snow removal equipment will replace 30-year-old equipment. The City received a grant from the Airport Capital Assistance Program which will provide $399,000 toward this equipment.
AWARD OF EXPRESSION OF INTEREST – AFFORDABLE HOUSING PARTNER
Council award Expression of Interest 2021-22 – Affordable Housing Partner to Steel River Group and Lu’ma Native Housing Society. They will now support the proposed apartment and art gallery development in downtown Castlegar (at 310 Columbia Avenue and 1224 3rd Street), The next step is to develop a Memorandum of Understanding.
OFFICIAL COMMUNITY PLAN AND ZONING BYLAW
Council received a report from the Manager of Planning, Development & Sustainability and directed staff to issue a Request for Proposals for the review of the City’s Official Community Plan and Zoning Bylaw and to establish a Terms of Reference for a community-based task force to support these projects.
POET LAUREATE
Council received a report from the Manager of Corporate Services on the process of appointing a Poet Laureate as requested at the June 28, 2021, Regular Council Meeting. Council received this report for information only.
LAND ACQUISITION AND DISPOSITION POLICY
Council adopted amended Land Acquisition and Disposition Policy 1-13, which ensures a consistent framework for the acquisition and disposition of City lands in alignment with the City’s strategic priorities.
BYLAWS
Council adopted:
- 2022 – 2026 Financial Plan Bylaw No. 1375, a Bylaw to approve draft 2022-2026 Five-Year Financial Plan; and
- Business Licence Amendment Bylaw 1376, a Bylaw to amend Schedule A: Fee Schedule.
