West Kootenay Regional Airport $6 Million Grant
The West Kootenay Regional Airport received a $6 million grant from the Union of British Columbia Municipalities Strategic Priorities Fund through the Government of Canada’s Canada Community-Building Fund. The grant will be used to renovate and expand the West Kootenay Regional Airport terminal building to accommodate larger aircraft and more passengers and improve parking, airport access, and the overall passenger experience.
BC Growing Communities Fund
Council received a report seeking approval to amend Bylaw No. 1339 to establish a Growing Communities Reserve Fund and include the $3,094,000 received from the BC Growing Communities Fund. The Province of B.C. has identified the grant’s terms and conditions and staff are evaluating these and will be bringing forward options for allocating the funds based on Council’s strategic priorities, unfunded capital projects, and operational requirements.
Official Community Plan/zoning amendment application r-1/23 (1800 8th Avenue)
Council received a report from the City’s Planner regarding a proposal to permit the construction of a 300-square-metre self-storage facility within a portion of the ground floor of the existing SureStay Hotel at 1800 8th Avenue. This proposal has been referred to a Public Hearing tentatively scheduled for May 15, 2023.
Community Correspondence
- Council received a letter from the Castlegar Sunrise Rotary Club and agreed to prepare a letter of support for a grant application for a feasibility study for a walking bridge or gondola over the Columbia River, between Castlegar and Selkirk College.
- Council received a letter from Selkirk College requesting approval to proceed with the Selkirk College water line project to enable student housing development prior to obtaining final approval for the restructuring of municipal boundaries. Council approved the request and directed staff to draft an interim agreement for Council consideration.
Bylaws for Consideration
- Council gave Official Community Plan Amendment Bylaw No. 1401 and Zoning Amendment Bylaw No. 1402 First and Second Readings.
- Council gave Reserve Fund Establishment Amendment Bylaw No. 1403 – First, Second and Third Readings to establish a Growing Communities Reserve Fund and include the $3,094,000 received from the BC Growing Communities Fund.
