Delegations
ForestryWorksforBC – October 21
Ken Kalesnikoff, representing ForestryWorksforBC, presented to Council and highlighted the vital role of the forestry sector in British Columbia, emphasizing its contributions to climate change mitigation, natural disaster prevention and remediation, and economic stability. The City will join other communities in supporting this initiative by sending a letter to the Ministry of Forests and the Ministry of State, requesting a meeting to discuss forestry’s impact on the region.
Francophone School in Castlegar – October 21
Roxelane Bellec, representing a group of local Francophone families, presented to Council on the need for a Francophone school in Castlegar. She outlined the challenges faced by local families, who currently must send their children to Francophone schools in Rossland or Nelson. Based on census data, approximately 100 children in the Castlegar area would be eligible for Francophone education.
On November 4, Council passed a resolution to provide a letter supporting their application to the Conseil Scolaire Francophone de la Colombie-Britannique.
Communities in Bloom Awards – November 4
Darlene Kalawsky, McKenna Ross, Val Field, and Judy Wearmouth presented Council with awards received by Castlegar’s Communities in Bloom at the National Symposium in Charlottetown, PEI. The City of Castlegar was honoured with the Scotts Turf Builder Outstanding Achievement Landscape Award, which highlights the recently completed tallest castle play structure in Canada at Millennium Park & Ponds, featuring sustainable elements throughout. Castlegar also earned a 5 Blooms—Bronze rating for achievements in environmental action, heritage conservation, urban forestry, and community engagement. Additionally, McKenna Ross received an Outstanding Achievement Award as a top volunteer under 30. To read the full news release, click here.
BC Active Transportation Grant Program Application
To support Council’s 2023-2027 Strategic Plan, staff identified a $50,000 grant opportunity through the B.C. Active Transportation Network Planning Grant. If successful, this funding will contribute to developing a Transportation Master Plan, which will guide the City in addressing current and future transportation needs, promoting safety, connectivity, and sustainable mobility. Council endorsed the application, with potential project approval as part of the 2025 Budget process.

Council approved the 2025 Budget process calendar. Key dates include public meetings and community group presentations. The calendar can be found here.
