Not in My City

Paul Brandt, Canadian country music star and founder of Not in My City, presented to Council on the organization’s work to raise awareness and prevent human trafficking and sexual exploitation. The campaign focuses on building partnerships, increasing public awareness, and providing resources to help prevent exploitation in communities across Canada. The West Kootenay Regional Airport will participate in the campaign, joining other airports and organizations nationwide. Airports are key partners in prevention efforts as they can help identify and report suspicious activity and connect travellers to support. Free online training is available to anyone at https://notinmycity.ca/learn/ and provides practical tools to help people recognize and respond to signs of human trafficking. Council was very receptive to the presentation and expressed interest in taking the training themselves.

RFP 25-18 Security Patrol Services – West Kootenay Regional Airport
Council awarded the contract for Security Patrol Services at the West Kootenay Regional Airport to the British Columbia Corps of Commissionaires for a five-year term. The Commissionaires, who have a long-standing relationship with the airport, will continue to provide licensed security support for day-to-day operations, commercial passenger activity, and periods of elevated security risk. Their role includes implementing Transport Canada-regulated security programs, providing customer service, managing parking, and assisting with other operational needs. Their familiarity with airport procedures, plans, and policies will help ensure a smooth transition and continuity of service.

RFP 25-12 Asphalt Patching and Paving Services
Council awarded the contract for Asphalt Patching and Paving Services to Terus Construction, a Division of Colas Western Canada Inc., to a maximum amount of $250,000. The contract covers roadway maintenance activities, including asphalt patching and repairs from utility cuts, addressing wear and damage, asphalt curbing, crack sealing, milling, and resurfacing.

Work will be prioritized in high-volume traffic areas, with Columbia Avenue identified as a key corridor due to its role as a primary arterial route. Terus Construction, a trusted contractor with a strong track record of quality workmanship for the City, was the sole compliant bidder and demonstrated a clear understanding of the project scope and a comprehensive safety program.

RFP 25-17 Eremenko Building Demolition
Council awarded Roc Doc Ventures Ltd. (Scott Contracting and Excavating/Haztec Solutions) the $825,000 contract for hazardous materials abatement, demolition, and site restoration of the Eremenko Building, located at 310 Columbia Avenue and 1224 3rd Street. The project is funded through $400,000 from the Growing Communities Fund, $250,000 from Game Host Agreement Reserves, and $175,000 from Land Reserves.

Originally constructed in 1948 with an addition in 1968, the Eremenko Building has been vacant for years. The City purchased the property in 2021 to prepare it for redevelopment. Once hazardous materials are safely removed and the building is demolished, the site will be restored with gravel, making it future-ready for opportunities that support a vibrant city centre and align with the Downtown Area Plan.

2025 Council Strategic Plan – Quarter 2 Update

Council received the 2025 Council Strategic Plan Implementation Report – Quarter 2 Update, which outlines progress on strategic priorities and identifies projects recommended for deferral to 2026 or later. Council directed staff to prepare an amendment to the 2025–2029 Five-Year Financial Plan to reflect these deferrals.

The Strategic Plan, adopted in 2023, is built on six guiding principles, each with specific goals that shape annual workplans and budgets. While significant progress has been made this year, a mid-year review identified challenges such as operational demands, unforeseen project complications, new initiatives, and staff vacancies. As a result, specific projects will be deferred to ensure resources remain focused and initiatives are delivered effectively. Unspent funds from these projects will be returned to reserves for future allocation, ensuring there is no impact on taxation.
