Amanda Erickson and Cheryl Dowden of ANKORS and Castlegar Fentanyl Opioid Working Group, presented to Council about finding new and innovative ways to reduce risk of harm for local rural populations due to the provincial overdose crisis.
Zoning Amendment Application R-5/21
Council gave Third Reading to, and adopted, Zoning Amendment Application R-5/21 for properties located at 2405 Columbia Avenue and 2404 6th Avenue. This Zoning Amendment has been issued to Nexus Development Group and Sutherland Group Enterprises and will see the addition of four-storey development which will add 11 live/work spaces, 43 housing units, commercial space, and vehicle and bicycle parking at 2405 Columbia Avenue and 2404 6th Avenue. When making its decision, Council considered the following: green space, existing play equipment, former Bob Brandson Memorial Pool, parking, traffic, suitability of the location, and loss of trees. The development supports City objectives, including the Official Community Plan, Housing Strategy, and Economic Development Plan.
West Kootenay Regional Airport Airfield Edge Lighting Upgrade
Council awarded the West Kootenay Regional Airport Edge Lighting Upgrade tender to ARC Aviation Renewables Corp. (ARC) for a total value of $386,400.49 plus taxes. This project will improve the visual approach for pilots and support safety and reliability.
Sidewalk Vendor Bylaw No. 1361
Council gave Sidewalk Vendor Bylaw 1361 First, Second and Third Reading. The Bylaw replaces the Open Streets Pilot Project and introduces clear specifications and requirements for storefront retail, patios, and parklets in alignment with accessibility standards while providing greater certainty to participants by formalizing the program through regulation. The Open Streets Pilot Project was initiated in 2020 and extended to 2021 in response to pandemic restrictions. The project allowed both retail and food and beverage services to extend their allowable space outside through storefront vending and outdoor patios on both privately and publicly held spaces. 11 local businesses participated in the pilot.
UBCM “Strengthening Communities’ Services” 2022 Grant Opportunity
Council received a presentation from the Castlegar Integrated Services Collaborative and staff report from the Chief Administrative Officer seeking support for an application to Union of British Columbia Municipalities’ “Strengthening Communities’ Services” 2022 Grant Program to strengthen Castlegar’s ability to support unhoused individuals and families.
Banner Policy & Program
Council authorized preparing a Banner Policy & Program, including the Kinnaird overpass lights and the City Hall flags, and temporarily displaying the Castlegar & District Chamber of Commerce’s Love Castlegar banners on flag poles in phases 1 and 2 of Columbia Avenue this spring/summer while the Banner Policy & Program is developed.
Castlegar & District Library Association Insurance Coverage
After receiving a request from the Castlegar & District Library Association during 2022 Budget deliberations, Council authorized entering into an agreement to allow the library to be part of the City’s insurance coverage.
